Legalization Process for Photovoltaic Power Plants (PVPPs)
Depending on the power capacity of your installation, the legalization process for a PVPP varies. Below, we describe the steps for self-consumption systems up to 20 kW as well as systems above 20 kW.
Self-Consumption Systems up to 20 kW
1. Preliminary Assessment (1 week)
- Preparation of a conceptual design.
- Presentation of a preliminary quotation.
- Analysis of investment opportunities.
2. Notification of Construction to the DSO
- Submission of a notification containing the technical data of the PVPP to the local Distribution System Operator (DSO).
- The relevant document is issued upon submission of the notification.
3. Additional Agreement (1 month)
- The DSO issues an additional agreement to the existing grid access and transmission agreement.
- The agreement includes:
- The permitted power capacity for the construction of the PVPP.
- Technical requirements for connecting the PVPP to the client’s electrical installation.
4. System Design Proposal
- HomeSolar prepares a system design proposal based on the additional agreement and the on-site inspection.
- The design includes drafts, diagrams, calculations, and technical specifications ensuring safe operation.
5. Notification to the Chief Architect
- The investor submits a notification specifying the power capacity and location of the installation.
- The system design prepared by HomeSolar is attached to the notification.
6. PVPP Construction Contract
- A contract is signed between the client and “HomeSolar” for the supply of equipment, construction, and commissioning of the PVPP.
7. Delivery and Construction of the PVPP
- All necessary components are supplied and installed according to the plan.
8. Notification of Completed Installation
- Upon completion of the installation, the client submits a notification to the DSO and a declaration to the Chief Architect, confirming the proper execution.
Self-Consumption above 20 kW
1. Preliminary Assessment
- Preparation of a conceptual system design and preliminary quotation.
- Analysis of investment opportunities.
2. Notification of Construction to the DSO
- Submission of a notification containing the technical data of the power plant.
3. Additional Agreement
- The DSO issues an additional agreement containing information on the permitted power capacity and technical requirements.
4. Design Visa (Planning document)
- Submission of an application for a design visa to the Chief Architect.
5. Technical Design
- The designers at “HomeSolar” prepare a technical design, including the electrical and structural sections.
6. Approval of the System Design by the DSO
- The technical design is submitted to the local DSO for approval.
7. Approval of the System Design by the Municipal Administration
- Following approval by the DSO, the design is submitted to the municipal administration for approval.
8. Building Permit
- The Chief Architect issues a building permit based on the approved design.
9. PVPP Construction Contract
- A contract is signed between the client and “HomeSolar” for the supply, construction, and commissioning of the PV power plant.
10. Delivery and Construction of the PVPP
- The equipment is delivered and installed according to the plan.
11. Notification of Completed Installation
- Upon completion, the client submits a notification to the DSO and a declaration to the Chief Architect, confirming the proper execution.
